Opinions

The Independent Ethics Commission (IEC) assists government employees, public officials, businesses, and citizens, by providing ethics guidance under the authority of Article XXIX of the Colorado Constitution. Ethics opinions take several forms, as follows:

  • Advisory Opinion:  A written opinion by the IEC addressing a specific ethics inquiry by a public officer, member of the general assembly, local government official, or government employee.  A request for an advisory opinion must generally be made prior to engaging in the behavior that is at issue in the request.
  • Letter Ruling:  A written opinion by the IEC addressing a specific ethics inquiry by a person or entity who is not a public officer, member of the general assembly, local government official, or government employee.  A request for a letter ruling must generally be made prior to engaging in the behavior that is at issue in the request.
  • Position Statement:  A written statement addressing ethics issues, which is intended to provide general guidance for public officers, members of the general assembly, local government officials, government employees, and members of the public, and which is not applicable to a specific individual.
